French OSINT sources, from national to department
An investigation in France is rarely settled at national level. A prefecture's gazette of administrative acts, a departmental council's deliberations, public enquiries and the holdings of the departmental archives exist nowhere else, and no aggregator collects them. This page gives both levels : 26 national registers, then all 101 departments with their official addresses.
Every address was checked on 2026-11-05, with a content check on top of the response code, because a domain can answer while being parked or redirected elsewhere. Addresses that did not answer are not listed. Version française
The national layer
26 registers covering the whole territory. They answer questions about legal entities, law and land ; they almost never answer local questions.
Entreprises
- Annuaire des entreprises
Any French company or association by name, officer or SIREN number, with its establishments, officers and filed documents. The official entry point that replaced paid search.
- INPI, données du RNE
The national business register in direct access : deeds, articles, beneficial owners and annual accounts, downloadable free of charge since 2020.
- Infogreffe
The service of the commercial court registries. Useful for the history of filings and insolvency proceedings, where the official directory gives the present state.
- BODACC
Civil and commercial notices day by day : incorporations, transfers, business sales, insolvency proceedings. This is where a company's trouble surfaces before it is known elsewhere.
Propriété intellectuelle
- INPI, marques et brevets
Trademarks, patents and designs filed in France. A trademark filing often reveals a project before it is announced, with its date and the filing party.
Données ouvertes
- data.gouv.fr
The national open data platform, which also hosts datasets from local authorities. Searching by organisation lets you reach what a department or a town publishes.
- Observatoire des territoires
Comparable indicators by town, department and region. Useful for placing a local figure, which means nothing without its territorial reference.
- INSEE
The Sirene register of companies and establishments, and population data. Sirene is the source most private company directories derive from.
Droit et justice
- Légifrance
Laws, decrees, collective agreements and case law. The least used part in investigation is the case law, which names the parties and sets out the facts found.
- Journal officiel
The authoritative official text, with appointments, honours and individual decisions published nowhere else.
Associations
- Journal officiel des associations
Creation, amendment and dissolution of associations, with the declared registered office and purpose. The national register of associations adds the declared officers.
Élus et intérêts
- HATVP
Declarations of interests and assets by public officials, and the register of interest representatives. The most direct source for linking an elected official to a private activity.
- CNCCFP
Campaign and political party accounts, with declared amounts and loans. The commission's decisions set out the irregularities found.
Finance
- AMF
The financial markets regulator : named sanction decisions, shareholding threshold crossings, and the blacklist of unauthorised operators.
Sanctions
- Registre des gels d'avoirs
The national register of persons and entities whose assets are frozen in France. To be checked before concluding anything about a person named in a sanctions matter.
Marchés publics
- BOAMP
Public procurement notices and award notices. An award names the successful bidder and the amount, linking a company to an authority with a date.
Contrôle
- Cour des comptes
Reports by the Court and the regional chambers on the management of local authorities and public bodies. A regional chamber report is often the most precise document that exists about a local authority.
- Vie publique
Official public reports, including those that are not announced. An inspection report quoted in the press is often found there in full text.
Foncier
- Cadastre
The official cadastral plan, parcel by parcel. It gives the geometry and reference of a parcel, never the owner's name, which is not public in France.
- Géoportail de l'urbanisme
Local planning schemes, easements and zoning, town by town. A construction project appears in the zoning before it is visible on the ground.
- Géorisques
Risks and pollution by address : industrial sites, contaminated land, regulated installations. The regulated installations database names the operator and the authorised activity.
- Demandes de valeurs foncières
The actual price of property transactions over the past five years, parcel by parcel. The amounts come from the deeds, not from estimates.
Cartographie
- Géoportail IGN
Official mapping and aerial photography, including historical campaigns. Comparing two campaigns dates a development to within a year.
Archives
- Gallica
The digital library of the French national library, including digitised regional daily press. Often the only way to recover an old local fact, by name.
- Archives nationales
The State's holdings. For a local investigation the departmental archives are almost always the right level, since the national archives keep only what belongs to central government.
- FranceArchives
The portal that lists French archive services and allows searching their finding aids. It is how you locate the address and holdings of a departmental service.
What the departmental level adds
The State's services in each department publish the recueil des actes administratifs : prefectural orders, operating permits, public enquiries, decisions on regulated industrial installations. It is the official gazette, and often the only document naming the operator of a site and the date of its authorisation.
The departmental authority publishes its deliberations, budgets and awarded contracts. A deliberation gives the vote, the amount and the parties, three things you look for in vain elsewhere. The departmental archives hold historical civil registers, the Napoleonic cadastre and the prefectures' own records, and most have digitised part of their holdings.
The least known source : the regional audit chamber's report. Where one exists on an authority, it is almost always the most precise and most adversarial document ever published about how that authority is run.
78 of 101 departments carry at least one verified address, 123 links in all. Each department carries its own anchor, so it can be cited directly. The other 25 are marked « check to be repeated » : the server that fronts every prefecture throttled our requests late in the campaign. An unverified address is not published as a link, and it is not declared dead either. The daily task picks them up.

What France does not publish
The exact answer to these four questions is often « this data is not public », and that is a useful answer : it saves hours of searching and rules out the services claiming otherwise.
- How do you find who owns a plot of land in France ?
- Not from open sources : the name of a parcel's owner is not public in France. The cadastre gives the geometry and the reference of a parcel, not its owner. The information is obtained by requesting a property record from the land registration service, which requires a legitimate interest, and can sometimes be inferred from a deed published in the BODACC or from an elected official's declaration to the HATVP.
- Can you identify the holder of a French licence plate ?
- No : the French vehicle registration system is not public and access is reserved to authorities and accredited professionals. Any service promising a name in exchange for a plate is either a scam or a diverted file. A plate does give the period of allocation and, for older series, the department of issue.
- Is the French beneficial ownership register public ?
- No longer open to everyone : access was restricted after the Court of Justice of the European Union ruling of November 2022, and now requires a demonstrated legitimate interest. The deeds and articles of association filed with the national business register do remain freely available, and they often name the shareholders.
- Where are the decisions of a French local authority published ?
- In the authority's own published deliberations and in the prefecture's recueil des actes administratifs, the official gazette for departmental orders. For how an authority is actually run, the report of the regional audit chamber is usually the most precise document in existence.
